Hong-Kong, 1st October, 1901.

Sir,

I have the honour to enclose herewith a letter from the Deputy Superintendent of the Registration Branch.

2. I would earnestly recommend that Mr. Lewis's suggestion on page 23 of Sessional Paper 32 of 1901 be adopted.

3. The Deputy Superintendent is now drawing $1,080 and will draw $1,200 from the 1st January 1902. He is a capable and hard working Clerk and if he sees nothing before him will certainly look out for and seize the first opportunity for improving his position and leaving the Post Office.

4. It is essential for the well-being of the office that the Superintendent and Deputies of the different Departments should not be constantly changing; men thoroughly conversant with their work are worth more than $240 per annum.
